Dan Martin is set to ride the Vuelta but Fabio Aru will be the team's main general classification rider.
Having claimed 8th overall in the Tour de France last month, Dan Martin is set to co-lead UAE Team Emirates at Vuelta a España.
However, the team said Fabio Aru is “our man for the general classification”.
The team says Martin can also ride well but has implied he will target stages rather than the overall.
Dan Martin, who won a stage of this year’s Tour and a Vuelta stage back in 2011, has had a break from racing of late.
Aru, who claimed the Vuelta title in 2015 and won two stages the previous year, was 10th in the Tour of Poland earlier this month.
He was also 10th in the recent Tour de Wallonie. And having abandoned the Giro in May and skipped the Tour in July he needs to perform at the Vuelta.
They will be joined in the team line-up by Valerio Conti, Vegard Stake Laengen, Sven Erik Bystrøm, Simone Consonni, Simone Petilli and Edward Ravasi.
With nine summit finishes this year and Chris Froome and Geraint Thomas not riding, it looks like a very open race on a course that can suit Dan Martin.
Team manager Joxean Matxin said the squad was hoping for stage wins and a strong general classification ride.
“We will have the chance to aim for outstanding results with high-calibre and experienced riders and, at the same time, to help some make a step ahead in their careers,” he said.
“Aru will be our man for the general classification. In addition we will be able to count on Daniel Martin.
“(Martin is) back from an excellent Tour de France and looking for more good results in some stage finishes particularly suited to him.
“Consonni will have the opportunity to show his talent in the sprints. And Petilli and Ravasi will have the responsibility of supporting Aru and Martin the best they can on the climbs, in addition to Conti.
“I also think the contribution of the Norwegian duo Laengen and Bystrøm will offer a well-rounded, robust team.
"Among other things, Bystrøm won the 2014 world championships as an U23 in Spain."
