Cycling Ireland seeks consultants to set new ‘High Performance & Talent’ strategy

Cycling Ireland and Sport Northern Ireland have launched a tender process to hire consultants to review Cycling Ireland’s high performance strategy and guide it into the future.

The consultants who secure the contract will “review current performance systems and operations” and will also produce a four-year High Performance & Talent Strategy for the period 2013-2017. As well as the long term programme, one-year plans will also be formulated.

Included in the project will be a review of the impact of professional cycling teams on the national federation’s high performance work with the Irish athletes who ride for those teams.

Cycling Ireland said in a statement the purpose of developing the strategy was to clarify the exact nature of its performance goals and objectives for the period to 2017. That period will include one Olympic and Paralympic cycle not to mention up to five World, European and Commonwealth championship campaigns.

Cycling Ireland added: “In particular, and based on appropriate consultation with key stakeholders, the Performance Strategy should focus on the key structures and support mechanisms required for athletes to compete at major championships such as the Commonwealth Games, Olympic/Paralympic Games, European and World Championships.”

The consultants will be required to:

  • Review the effectiveness of Cycling Ireland’s current performance systems and operations.
  • Carry out an audit of the current performance systems and structures, consulting with key stakeholders.
  • An analysis of the trends and the demographics of performance cycling and how this is likely to impact on future high performance.
  • An analysis of how professional cycling teams are likely to impact on future high performances programs of Cycling Ireland.
  • Produce a report detailing the findings of the review of the current performance systems, including recommendations.
  • Produce a four year ‘Performance Strategy’ for Cycling Ireland for the period 2013-17.
  • Assist Cycling Ireland with the production of an annual high performance operational plan.

Tenders for the contract are invited by November 28th. The contract will be awarded by December 7th. The project will then commence some time in December, with the exact date to be agreed once the successful candidate has been selected.

Cycling Ireland said it is envisaged the project will be complete in a four to six week period, meaning the new high performance programme will be in place for the start of the 2013 season.
