Cycling Ireland has today released a statement outlining its reasons for nominating Pat McQuaid at its board meeting in Dublin on April 12th to run for UCI president for a third term when the election falls in September.
The nomination was later ruled void when it was found that the meeting was not chaired in accordance with the federation’s rules. A fortnight later the board met again and decided it would put the issue to an EGM instead of voting again to nominate McQuaid.
It emerged today that McQuaid has now secured a nomination from the Swiss federation to run for president and so he no longer needs the backing of the EGM in Dublin next month.
Cycling Ireland said it always planned to outline the reasons for its initial nomination of McQuaid and today issued a statement outlining its reasons in full.
We do not normally run statements or press releases, but because the issue is one of such significance and has generated so much debate, we have included the statement in full here:
Board Statement re Mr Pat McQuaid Nomination for UCI Presidency
At its meeting of 12th of April 2013, the Board of Cycling Ireland decided to nominate Mr Pat McQuaid to stand for the UCI presidency. Legal advice received subsequent to this decision has resulted in the board convening an EGM on the nomination for the 15th of June, 2013.
Following requests from members, the board is happy to outline the rationale for supporting the nomination of Mr Pat McQuaid at its 12th of April meeting. This support was based primarily on the following points:
- Cycling Ireland nominated Mr. Pat McQuaid to stand as a candidate; it was felt he should be judged on his record by the delegates at the UCI Congress in September. Not to let him stand would be to act as ‘judge and jury’ and deprive other cycling nations an opportunity to debate and deliberate on the selection of the UCI President.
Initiatives such as:
o Globalisation of cycling;
o Gender equality of Olympic cycling program;
o Introduction of BMX discipline to the Olympic program;
o Adoption and promotion of Paracycling programs.
Anti-Doping Initiatives introduced during his terms:
o Biological Passport System;
o Whereabouts system;
o No Needles Policy;
o True Champion or Cheat Program;
o Introduction of confidential hotline.
Undertakings with regard to governance changes to be brought to the UCI Management Committee as per Cycling Ireland’s press statement of 12th of April (see below).
His contributions to the development of Irish Cycling recognised with an Honorary Life Membership and his continued assistance and support to our Federation.
It was felt based on the above, and after prolonged deliberation of the available facts, that he was deserving of Cycling Ireland’s nomination.
